Willoughby Civic League
Minutes of the Regular Meeting
May 10, 2018
The Regular Meeting of the Willoughby Civic League was called to order by President Don Musacchio at 7:10 p.m. with over 40 members in attendance. The first order of business was the recitation of the Pledge of Allegiance with recognition of those in service for our country.
Officer Jobes updates:
- There will be a community open house at the NPD 2nd Patrol division office on N. Military Hwy. on 6/12/18 at 6:30pm. These meetings are held on the second Tuesday of each month and are open to all league members who wish to meet with the police Command Staff and hear about local trends and stats followed by Q&A.
- Willoughby’s two crime hotspots are in the 400 block of WOV Ave and the 1200 block of Little Bay Ave. There were 6 reported incidents since the last report.
- Anyone who sees the public driving on the beach should call 911 citing City Code 25.2-169 (it is illegal for vehicles to drive on the Chesapeake Bay beaches). City code 25.2-22 states it is also illegal to drive in the City parks.
- A reminder that effective the Saturday BEFORE Memorial Day through Labor Day (this year May 26-September 3) there are to be NO animals on the beach between 10am -6pm.
- Anyone who has been issued a Off Leash Permit should be aware that permit is valid ONLY for the year it is issued and the owner must have the permit with them at all times when they have their pet off leash.
2018-2019 Board Election:
Jeremy Laws, Nominating Committee Chairperson presented the proposed slate of Officers for the new term. A motion was made to accept the Board as presented, seconded and passed. The Board for the new term shall be:

Treasurer - Bob Childers
Secretary – Jeremy Laws
Membership Chairperson – Tammy Barker
Conservation Chairperson – Rick Anderson
Communications Chairperson – Suzy Allen

Community Events Chairperson – Lea Ann Ewell

Community Reports:
- Treasurer Bob Childers reminded members the annual Fish Fry will be held on Saturday May 19 from 4-7pm. Volunteers to help with set up, service and clean up are still needed. Tickets are on sale after the meeting.
- Tammy Barker, Membership Chairperson advised it is now time to renew membership. A discount can be obtained when purchased in conjunction with the Fish Fry event ticket.
- Rick Anderson, Conservation Chairperson shared negotiations are underway with an 8 unit property for acquisition

VDOT spokesperson Paula Miller reported:
- Over height trucks continue to be turned around at the HRBT M-F from 7a-7p with an average of 10-12 trucks/day. In 2017, 25K trucks were turned around
- 15th View access via GPS routing continues to be an issue. Conversation has started with WAZE, the Community based GPS navigation app, to work with VDOT on communication as to when the 15th View arm is down and access to I-64W is restricted. There is the potential a working relationship will be in effect within the next month. No positive response has been received from Google or Android to work with VDOT on this issue
- Updated timeline includes the 5/2018 issue of RFP to contractors, late 2018 technical and financial proposals will be due and early 2019 the contract will be awarded for development. 2024 is 5-year contract completion date.
- Once the contract is awarded, it will be the contractor’s decision where the new tube will be placed although due to space restrictions, it will definitely not be placed to the east toward Ft. Wool.
- Design is also still under consideration with the current proposal as: 2 new general-purpose lanes plus 1 ‘hot lane’ and 1 ‘shoulder lane’ both of which could be activated during high volume times.
- It will be the contractors design decision to use the boring or tube drop design as discussed in previous presentations.
- A citizens informational meeting will be held on June 19 from 5-7pm at OV Elementary School
