Willoughby Civic League
Minutes of the Regular Meeting
March 8, 2018
The Regular Meeting of the Willoughby Civic League was called to order by Vice President Pete Bice at 7:00 p.m. with over 35 members in attendance. The first order of business was the recitation of the Pledge of Allegiance with recognition of those in service for our country.
Sergeant Maisonave, 2nd Patrol Division advised there were only 4 reported crimes since the last report. He told attendees about a new software app – P3 Tips – which can be downloaded and used to remit secure and anonymous tip to the Norfolk PD. He encouraged members to use the app which allows uploading of video and pictures and to participate in our Neighborhood Watch program. A new Citizens Police Academy will begin on 3/24- registration required.
Speakers:
Officer Whitley, NPD Neighborhood Watch Coordinator discussed our Neighborhood Watch program and reminded attendees again to say something if they see something that just doesn’t look right. We can help the NPD by being vigilant, and to call 911 if something appears out of the ordinary.
Justin Shafer, Environmental Engineer, Norfolk Dept of Public Works presented on Norfolk storm water. He reminded residents storm water is any water that falls from the sky (rain/snow/sleet) that mixes with the ground offering the opportunity for pollutants to affect our water quality. Litter can break down to various chemicals that ultimately flow into our storm drains and into our water ways. Algae bloom is a result of these excess chemicals (nitrogen and phosphorus) which create low oxygen levels in the water affecting our marine and plant life.
The chemicals, pet waste, paints, motor oils etc. that we use around our homes can all eventually end up in Willoughby Bay or the Chesapeake Bay – be aware of what you are allowing to be on the ground around your home. Residents can help the leaching of these damaging items by reducing impervious surfaces and planting more trees, plants and ground covers so the water is absorbed on our property rather than traveling to the storm drains and into our water ways. Plantings also help with erosion control and dune stability to prevent water from rolling into roadways to travel into storm drains. Residents can also help reduce the amount of rain run-off from their property by installing rain barrels to capture rain water for use on their property.
New Business:
Suzy Allen, Communications Chair reviewed the two most recent options presented by the City regarding the OV Flyover. The Board will be responding to their recommendations with a letter containing our concerns over these designs.
Don Musacchio, President advised the Board had heard a presentation on the proposed development of the land located at the old Spectrum site at the end of Willoughby by the Marina. The Board will be sending letters to the City on this issue as well expressing concerns over the development plans and timing.
Pete Bice, Vice President asked for 3 volunteers to participate on the Nominating Committee to select Board Members for the 2018-2019 term. Volunteers are: Marilyn Lipieko, Debbie Roundtree and Jeremy Laws.
