​Civic League meeting minutes 1/10/19

Officer Jobes gave a report of the police activity in the area.  There were 6 reported crimes in the past month.  2 larceny from auto, 1 sexual assault-parties known and denied prosecution, 1 residential burglary, one nonresidential burglary, 1 larceny all other-money on counter at convenient store. A vehicle was left unlocked with the keys in car.  The next community open house is 6:30 PM on Tuesday Feb 12 at the 2nd patrol division.  Thursday Feb 14th is the next Comms meeting.  Please let the 2nd patrol division know if you would like to attend. 
Paula Miller from VDOT brought some information and pamphlets about the HRBT expansion.  Right now VDOT is looking at technical review from the two bidders.  The builder should be selected in March.  Bids must be in by Feb. 8.  VDOT is estimating a total cost of 3.56 billion.  The new tubes (2 2-lane tunnels) will be eastbound traffic lanes.  Both existing tunnels will be westbound traffic.  There will always be two lanes in each direction at all times during construction.  Tunnel boring machines will go down 160-185 feet deep.  The plan is going to the February Commonwealth Transportation Board meeting.  This will set up a comprehensive agreement in March.  Once the contract is awarded, it will be 1-1 ½ years to get the permits. 
Spectrum property: Vdot has not bought it, and is not sure of the future of it.  The contractors might work with owners of the property to use it as a laydown yard.  The other option would be in Hampton.  Once the design builder is selected, the off ramps might change but there will be no full takes of any property, commercial or residential.  The design-builder will assumes the risk of any property that would need to be purchased.  The final project is scheduled for completion in 2025.  Millions are being used to incentivize the contractor starting around Memorial Day 2025 and substantial completion will be Sept 2025.  If they go past Nov 2025, builders would face huge penalties if the project delivers late. 
The off ramp eastbound might move down by the 13th View boat ramp.  The 15th View ramp is not in the project.  The Hampton Roads VDOT district and city are discussing with HRBT project designers what to do with the 15th view ramps.  The Tidewater/Mason Creek light is a wireless connection has an interference problem.  City is working on it.  Once the design builder is picked, they will work with Paula and answer any questions that residents have.  They will also let us know of any milestones coming up.  Pilings from the Norfolk side to the first island will be paid by VDOT.  Sound barriers have been identified for part of the project.  There will be night time work in allowable hours and off peak hours.  The community will have input on where the sound barriers will go. 
Adale Martin from the school board-Next Wednesday Jan 16.  Public hearing is planned at Lake Taylor middle school to hear comments about school planning and start times.  High Schools would start later. Elementary schools would start earlier.  Middle schools would not changed.  Public comments about transforming Lake Taylor Elementary form Elementary to K-8.  This would shut down Poplar Hall and make a preschool. It’s budget season!  Any recommendations or any questions, please call or email.  Schools are community places.  School events are going on and would love to see people from the community, even if they don’t have kids at the school.  News you can use- 2 Ocean View Elementary students participated in a national math contest.  One received national honorable mention.  The school board will be visiting with State legislation.  We want more local autonomy and no unfunded mandates.  If it is important enough to pass, it is important enough to fund.
Martin Thomas Jr. Update by Don- Casino is moving forward in downtown.  STR webpage – RFP went out for that. The plan is to have it up and running in about 6 months.  If you have a problem with STR, call the police.  Harris Teeter on schedule to open in April. 
Mayor- Don solicited things we would like the Mayor to discuss. Memebership suggested Casino update and the future of MacArthur.
Conservation committee-identified next project with NRHA. Board is developing a STR checklist for anyone applying for STR’s in the area. 
Asked Paula for quarterly updates and we can present to the resident and put on the website. 
Steve- We are not getting paid anymore to keep the Spit clean.  If you write a letter to the pilot subsidiary and let them know to not send advertisements, they must stop.  Steve will draft a generic letter and it will be posted on the WCL website for future use.
We currently have 183 members, with 3 new members tonight!  We have $7500 in the bank.  Fish fry will be May 18.  Flea market will be either 2nd or 3rd Saturday in October. 
Reported 3 building code violations.  Reported pavement deficiencies.  Pet stations on the beach are doing well.
