Minutes of the Regular Meeting
February 8, 2018

The Regular Meeting of the Willoughby Civic League was called to order by President Don Musacchio at 7:00 p.m. with over 35 members in attendance.  The first order of business was the recitation of the Pledge of Allegiance with recognition of those in service for our country.
 
Community Police Officer Jobes reported 0 violent crimes since the last report. He reminded attendees not to let their cars warm up on a cold day unattended. The next Citizen’s Police Academy will begin March 29 – advance registration is required.
 
Neighborhood watch coordinator, Liz Edowgiello advised there are now 41 members of the group. She wanted to remind attendees participation is open to all residents. Liz regularly passes along relevant communications received from Officer Whitley with the NPD and information from Joyce Rodgers (active in a nearby neighborhood) – the most recently shared information on was Porch Pirates and a meeting on Juvenile Delinquency which is a common thread between our neighborhoods. Officer Whitley will attend our March league meeting to expand on suspicious/non-suspicious behavior.
 
Adele Martin, running for School Board Ward 1 introduced herself to the attendees and reminded all of the May election.
 
The Board received a request from Mr. Tim Wheeler to close the paper street located at 1508 Lea View Ave. to allow him to have clear title to his home. Attendees were told the Board supports the closer. A motion was made to approve this request. Seconded and approved by all member in attendance. A letter will go Norfolk Planning and Development showing the League’s support of the closure.
 
Speakers:
Norfolk Zoning and Flood Plan/ Resiliency Administrator, Bobby Tajan and Assistant Director Lenny Newcomb
presented on how the new to Coastal Character Communities zoning ordinance approved by City Council and due to take effect on March 1, 2018 will affect Willoughby. The new ordinance is a new approach to planning based on themes based primarily on resilience with better design and form. They will monitor what works and what doesn’t and will go back to council with changes as they may need to be made.
 
There are 8 key resiliency goals that addresses in the new ordinance for future development that were covered in detail are:
  • Protect Neighborhood character
  • Increase use and housing diversity
  • Set clear expectations
  • Expand flood resilience
  • Enhance environmental sustainability
  • Permit greater flexibility
  • Expand economic opportunity
  • Streamline the processes
 
For the existing homeowner maintaining their home there is no change, but for new building and development the new zoning ordinance will apply.
 
Mr. Newcome spoke on short term rentals For Vacation Rentals, the General Assembly has allowed local communities to create a voluntary registration those activities. Council is still discussing the topic, but put into the new zoning ordinance is an opportunity for the Coastal Community district to have someone apply for a Conditional Use Permit. Before the applicant goes to the council for the permit, they will have to have already gone to the community to notify the intent to use the property as a vacation rental. There is to be a parking space for each bedroom, the homeowner has to sign up for the registration and it will be subject to Council approval. For Home Stay (already in the ordinance) the homeowner stays in the home, no more than 2 rooms can be rented out, there must be onsite parking spaces per bedroom and the stay cannot exceed 30 days.

Community Chairperson Updates:
Bob Parsons: Neighborhood Improvement – the beach pet waste stations have already used over 2K bags
Rick Anderson – Conservation – Continuing to work with NRHA to identify blighted properties
Bob Childers – Treasurer – League has $6700. Advised the date of the Fish Fry will be May 19.
Tammy Barker – Membership Chair – we have 151 active members
Jim McKee – Ways and Means – Supply of logo’d items have been refilled and ready for the fish fry
