Minutes of the Regular Meeting
April 12, 2018

The Regular Meeting of the Willoughby Civic League was called to order by Vice President Pete Bice at 7:00 p.m. with over 35 members in attendance.  The first order of business was the recitation of the Pledge of Allegiance with recognition of those in service for our country.
 
Officer Mike Pierce advised the main incidents in the area occurred at the two hotels – two at the Super 8 and two at the Motel 6 on 4th View.  Additionally, there were a few vehicle break-ins and one theft. He reminded all to lock vehicles, not leave valuables in car and to not leave a running vehicle unattended. He is our new Community Resource Officer (CRO) with the Norfolk Police Dept. and we may contact him at either his personal cell 757-918-2812 (preferred contact number)– texts are okay so he can respond quickly, or his city number 757-648-0339.
 
Speaker:
City Assessor Pete Rodda gave a presentation on the general practices used for our neighborhood property assessments.
The basics used for assessments are:
  • Quality and quantity of data
  • Sales qualification
  • Stratification (the city is divided into about 200 neighborhoods)
  • Data Collection/Field review (location, size and quality are top 3 influences)
  • Modeling (Neighborhood information reviewed to determine types of improvements)
  • Analysis
  • Cross checking
 
Challenges - Norfolk is 95% built out, with over 65% of the homes in our area were built prior to 1960. Some homes have had no remodeling, while others have had extensive remodeling. In some instances, the original house has been torn down and a new one built in the middle of an aging neighborhood.  Assessing value is difficult when the homes are in varying degrees of ‘modern’ - not all permits have been filed with the City so information may not be accurate.
 
There has been an overall YOY 2.37% change in assessed value of residential property.
 
For Real Estate assessment appeals, contact his office at 757-664-4732 (located at City Hall) to schedule an appointment for review. If the questions are not settled at a meeting, appeals will need to go through to the City Board of Equalization.
 
Board Chairperson updates:
Conservation chair, Rick Anderson – a new property is under consideration for potential rehabilitation efforts
Liz Dowgiello. Neighborhood Watch – 6 new members, reminded all if you see something, say something.
Bob Childers, Treasurer - $6400 balance. Reminded annual fish Fry is Saturday, May 19 from 4-7 at the American Legion. Volunteers are needed to help with set up, food, service and tear down.

The slate will be voted on at the May 10th meeting. Nominations remain open for all positions. If you are interested in nominating a member, or are interested in a position yourself, please contact Jeremy Laws at: jeremyrlaws@gmail.com
Nominations from the floor will also be considered at the May 10 meeting.
 
The annual Willoughby Spit and Shine neighborhood clean-up event will be held on Saturday, April 21 in conjunction with Earth Day. Volunteers of all ages are encouraged to participate. Join up at the OV Pier parking lot at 8:30am – all projects will be completed no later than 11:00 am.
